Re: RFP #24-02-001- Architectural and Engineering Services Related to the Design, Engineering and Construction of a new elementary school #7. The location is TBD.
The Culpeper County School Board is soliciting proposals from qualified firms to provide architectural and engineering services related to the construction of a new elementary school. The division will select and negotiate with a firm according to the Competitive Negotiation Procedures for Professional Services as outlined in the Virginia Public Procurement Act. The goal is to enter into a contract with the selected firm for this single project and a possible application of the design to elementary school #8.
Offers will be received in the Culpeper County School Board Office until 4:00 p.m. on March 29, 2024 at which time the receipt of offers will close. An original and two (2) copies of completed offers shall be submitted in accordance with the requirements of the attached request for proposals including; the non-collusion statement, employee certification statement and any other supporting documents to the address below:

Submitted questions and responses
Question - Under the proposal preparation section 2(e), it says “Experience to include past architectural and engineering services on school construction projects during the past 5 years”, however, evaluation criteria A1 says “Demonstration as to the Offeror’s understanding and experience…within the last 10 years.” Can you please confirm whether the projects shown must be within the past 5 years or 10 years?
Answer - The written narrative seeks feedback on projects associated with school construction recently (within 5 years). The evaluation criteria provides a greater window of time (10 years) so those outside the 5 year time frame may still be considered (though it may impact the scoring). The narrative descriptors are an attempt to outline what should be included to reach a perfect score of 100. While a firm who completed an excellent elementary design prior to the pandemic, for example, may still be awarded most of the points in that area.
