Special Ed Advisory Committee

School divisions in Virginia are required to have a Special Education Advisory Committee (SEAC) to carry out the following functions:

1. Advise school division of unmet needs;

2. Assist school division in the formulation and development of plans for improving performance of children with disabilities;

3. Participate in the development of priorities and strategies for meeting identified needs;

4. Submit periodic reports and recommendations;

5. Assist the school division in interpreting plans to the community; and

6. Review policies and procedures prior to submission to the School Board.

Members must be either a parent of a student with a disability or a concerned citizen. The July 2009 revisions to the Virginia regulations governing special education programs for children with disabilities now require a teacher member on the Special Education Advisory Committee (SEAC).

VISION

It is the vision of the Special Education Advisory Committee to ensure that all children with disabilities within Culpeper County receive the fullest education possible, and achieve the highest potential possible, according to their ability.

MISSION

  • To identify unmet educational needs of children with disabilites and to advise the Culpeper County School Administration and School Board to assure those needs are provided for and met.
  • To meet identified educational services for children with disabilities by advising and participating in the development of priorities, options, and strategies to deliver those services.
  • To provide needed educational services to children with disabilities by assisting in the development and formulation of long range plans to implement educational services and to increase opportunities for socialization and inclusion with peers without disabilities whenever appropriate.
  • To promote special education programs and related services to all residents of Culpeper County by the use of programs, seminars, and the Parent Resource Center for the purpose of educating all citizens of all available special education resources.

All meetings will take place at the Culpeper County School Board Office, 450 Radio Lane, Culpeper, VA 22701. This public meeting is held at a facility believed to be accessible to persons with disabilities. Any person with questions on the accessibility should contact Angela Neely, Executive Director of Special Education at (540) 825-3677. Persons needing sign language interpretation must notify Ms. Neely no later than one (1) week prior to the meeting.

Public Comment at Special Education Advisory Committee Meetings

Parents and others concerned with the education of students with disabilities are invited to express their ideas or concerns by way of public comment to the CCPS Special Education Advisory Committee (SEAC). Public comments may be submitted via seac@culpeperschools.org or in person at the next scheduled SEAC meeting. Comments submitted by email will be read aloud at the upcoming SEAC meeting. Public comments are limited to three minutes per person. There will be no action taken by the SEAC at the meeting. Items will be referred to the appropriate administrators for future information and research. Personalities and behaviors of employees are not to be presented during this period but are to be reported to the employee's immediate supervisor.
